1. Introduction


This sunrise registration policy for public authorities in the top level domain .TATAR (hereinafter referred to as the Policy) defines terms and conditions upon which public administration bodies and other public authorities, managing agencies for government extrabudgetary funds, local self-government bodies and government institutions of the Republic of Tatarstan will be rendered priority domain name registration services, as well as procedures of, and requirements to, delivery of such priority domain name registration services.


2. Terms, definitions and acronyms used in this document


2.1. Terms and Conditions: .TATAR Terms and Conditions of Domain Name Registrations (the effective version of which is available on the official Registry Operator’s website at: http://domain.tatar.)


2.2. Sunrise registration (of a domain name): registration of second level domains by applicants defined by the terms and conditions established in the present Policy, rather than in accordance with the first come first served principle and prior to the beginning of the open (for all prospective applicants) domains registration in accordance solely with the conditions set forth by this Policy.


2.3. Other terms, acronyms and abbreviations used in this Policy shall be construed as defined in the Terms and Conditions or Appendices thereto.


3. General provisions and requirements

3.1. Sunrise registration services shall be rendered on the basis of and in compliance with the Terms and Conditions, this Policy, other appendices to the Terms and Conditions, the registration agreement and other applicable documents.


3.2. The period within which the Registry Operator will be accepting registrars’ applications for priority registration is as follows:

  • Start date and time: November 5, 2014 (12:00 MSK)
  • End date and time: November 25, 2014 (12:00 MSK)


The Registry Operator has the right to unilaterally change the time and date of the beginning and/or the end of any of the application acceptance periods at any time by posting respective information on its official website no later than 10 (ten) calendar days prior to such a change taking effect.


3.3. The Registry Operator will not accept and consider any applications submitted after expiration of the deadline. Timelines missed are not subject to extension.


3.4. Sunrise registration of a domain name is possible for the term of registration established in Clause 4.1. of the Terms and Conditions.


3.5. During the first year of registration of the domain name registered in accordance with this Policy there remains effective the ban on performance of the following operations with that domain name: (i) transfer of the domain to another administrator (Clause 5.3. of the Terms and conditions); and (ii) change of the registrar (Clause 5.4. of the Terms and Conditions).


4. Requirements to customers


The right to sunrise registration of domain names in accordance with this policy is granted exclusively to government bodies and other public authorities of the Republic of Tatarstan, managing agencies for government extrabudgetary funds, local self-governance bodies and government institutions of the Republic of Tatarstan.


5. Requirements to domain names


5.1. Sunrise registration may be performed with regard to such a domain name, that:

5.1.1. Meet the requirements established in Sub-clauses (а) and (b) of Clause 4.5. of the Terms and Conditions; and,


5.1.2. corresponds to either: (i) a full or abbreviated name (denomination) of the government body or another public authority, managing agency for a government extrabudgetary fund, local self-governance body or government institution; or (ii) the official denomination of office held by public (municipal) officials of the Republic of Tatarstan of a respective public administration body or another public agency, managing agency for a government extrabudgetary fund, a local self-governance body or government institution; or, (iii) the name of a territory in which a local self-governance body was instituted; or,


5.1.3. Any other domain name (that does not meet the requirements stipulated in Sub-clause 5.1.2. of this Policy), which is necessary for the public administration body or another public agency, managing agency for a government extrabudgetary fund, a local self-governance body or government institution for protection of its interests and/or exercise of its authority.

5.2. When applying for the sunrise registration of a domain name that meets the requirements established in Sub-clause 5.1.2. of this Policy, the applicant has the right to choose one of the following options:

5.2.1. Not to include in the applied-for domain name the combination of words “Republic of Tatarstan” or the word “Tatarstan” in (without regard to a case thereof);


5.2.2. To include in the applied-for domain name either a translation of such names/denominations/positions/territories or a transliteration of such words, or their spelling in writing in the Latin-script letters;


5.2.3. To omit/delete or replace with hyphen spaces, punctuation marks or other characters/symbols that may not be included in the domain name per Sub-clause (b) of Clause 4.5. of the Terms and Conditions.


6. Procedure for applying for the sunrise registration services


To apply for the sunrise registration service, the public administration or local self-governance body is bound to:


(a) Provide to the registrar all information, evidence, data and/or documents required for concluding the registration agreement (Clause 3.6.) and enter into the registration agreement with the registrar (Clause 3.5. of the Terms and Conditions);


(b) File a sunrise registration application with the registrar in accordance with the requirements established in Clause 7 of this Policy.


7. Requirements to the sunrise registration application


7.1. Application for sunrise registration should meet all the set forth requirements (the registrar shall reject an application that fails to meet at least one of these requirements ):

7.1.1. There have been submitted all necessary (sufficient) for sunrise registration evidence, data, information and/or documents per Clause 8 of this Policy;


7.1.2. Submitted information, evidence, data and/or documents prove the applicant’s compliance with the requirements established in Clause 4 of this Policy;


7.1.3. The domain name meets the requirements established in Clause 5 of this Policy;


7.1.4. There has been provided a description of the purpose of the domain name registration (no more than 150 characters, including spaces), which complies with the mission and values of the TLD.TATAR (Sub-clause (d) of Clause 4.5. of the Terms and Conditions).


7.2. The sunrise registration application can be rejected where the registrar believes: (i) the purpose of the domain registration does not comply with the mission or values of the TLD.TATAR; and/or, (ii) the requested domain name is in conflict with the mission or values of the TLD.TATAR.


7.3. The registrar shall inform the applicant of the grounds for rejection of the application.


8. Procedure for processing domain name applications


8.1. The Registry Operator shall process all sunrise registration applications collected form registrars within no more than 30 (thirty) calendar days from the date of the end of the application acceptance period


8.2. During the - period processing of applications, the Registry Operator has the right to request the applicant and/or the respective registrar for clarifications, information, evidence, data, documents, etc., which prove the applicant’s compliance with the requirements established in Clause 4 of this Policy. Such clarifications, information, evidence, data, documents, etc., shall be submitted to the Registry Operator within 2 (two) business upon the date of the Registry Operator’s dispatching a respective request by e-mail.


8.3. The sunrise registration application can be rejected in the following cases:

8.3.1. Where as of the moment of processing of the application the Registry Operator has found out that the applicant did not comply with the requirements established in Clause 4 of this Policy and/or the applied-for domain name does not meet the requirements established in Clause 5 of this Policy; and/or


8.3.2. Where the Registry Operator believes the purpose of the domain registration does not comply with the mission or values of the TLD.TATAR; and/or, (ii) the requested domain name is in conflict with the mission or values of the TLD.TATAR,


8.3.3. Where the Registry Operator has not received requested clarifications, information, evidence, data and/or documents within the timeline stipulated in Clause 8.2. of this Policy.

8.4. The applicant shall be notified of denial of the application (with reference to grounds therefor) by e-mail within 3 (three) business days


8.5. Where the approved application for sunrise registration of the applied-for domain name has proved to be the solitary one, then that domain name shall be registered before the end of the application processing period specified in Clause 8.1. of this Policy.


8.6. Where there have been collected two or more approved applications for sunrise registration of the same domain name, the right to priority registration of such a domain name is granted at a closed auction in accordance with the procedure set forth in the Auction Rules .


9. Control of compliance with this Policy

9.1. The Registry Operator has the right to perform, at any time at its own discretion or on the basis of an objection received in accordance with the Dispute Resolution Policy, to registrants and their domain names’ compliance with the conditions and requirements set forth in this Policy.


9.2. Where the Registry Operator has found out a domain name registered during the sunrise period which is non-compliant with this Policy, the Registry Operator:

  • Imposes the ban on any transfer of that registered domain name;
  • If necessary, requests by e-mail from the registrant and/or registrar clarifications, information, evidence, data, documents, etc., that prove the registrant’s right to sunrise registration in accordance with this Policy.

9.3. Registrants and registrars are obligated to submit all the necessary clarifications, information, evidence, data, documents, etc., to the Registry Operator within 2 (two) business days since the date of the Registry Operator’s dispatch of a respective request by e-mail.


9.4. Where the Registry Operator has not received requested clarifications, information, evidence, data, documents, etc., within the timeline established in Clause 9.3. of this Policy and/or the Registry Operator believes such clarifications, information, evidence, data, documents, etc. does not prove the registrant’s right to sunrise registration, and/or the submitted clarifications, information, evidence, data, documents, etc. appear insufficient to make a positive decision, the registration of the domain name in question may be canceled.


9.5. Where the Registry Operator believes the submitted clarifications, details, information, materials evidence, data, information, documents, etc. appear sufficient and they prove the registrant’s right to priority registration, then the ban on any transfer of that registered domain name shall be lifted.


9.6. The Registry Operator shall notify the registrant and the respective registrar of any decision taken by e-mail within 3 (three) business days.


10. Final provisions

10.1. This Policy constitutes an appendix (integral part) to the .TATAR Terms and Conditions of Domain Name Registrations.


10.2. This Policy shall come into effect as of the above date and remains in force until a Registry Operator’s respective decision is made (on revocation, or termination of this Policy, or any other decision of this kind). However, termination of this Policy does not relieve any party of obligations that have arisen before the termination date, nor does it condone them for failure to comply (improper compliance) with this Policy.


10.3. By the Registry Operator’s decision this Policy may be at any time modified, amended, updated, adopted in a new wording or revoked, etc. The procedure and conditions of introduction of changes, amendments, and updates, adoption in a new wording or revocation cancellation of this Policy are established in the .TATAR Terms and Conditions of Domain Name Registrations.
